Dallas County commissioners will be asked Tuesday to renew the county's share of the cost of running the city's Homeless Assistance Center, putting up to $1.3 million toward the shelter known as The Bridge for the year that began Oct. 1.

The interlocal agreement with the city of Dallas is on the court's 9 a.m. agenda for Oct. 20. The money was already set aside in the county budget commissioners approved Aug. 11, according to the budget office's briefing. The Dallas City Council approved its side of the agreement on Sept. 9, the contract shows.

How the deal works

Under the agreement, the city is responsible for managing and operating the center, including staff, beds, laundry, storage and meals, case management, building repairs and security, and coordinating the medical, mental health, legal and other services offered there. The city may hire an outside operator but remains answerable to the county for the work.

The county would pay in four quarterly installments of $325,000. The first comes when the signed agreement is received; the rest follow invoices the city must submit within 20 days after Dec. 31, March 31 and June 30, or they will not be paid.

Money not spent on the center must be returned on demand, and the county can end the deal early for reasons that include reduced funding or reports that turn out to be incorrect or incomplete.

What the year-end report shows

The briefing includes a performance summary for Bridge Steps, which does business as The Bridge, covering October 2025 through September 2026. By the shelter's own count, it exceeded most annual goals:

  • Overnight stays: 132,858 shelter bed nights, against a goal of 84,304.
  • Night shelter: 2,723 different people served, against 1,660.
  • Day shelter: 6,773 different people served and 7,738 enrollments, each against a goal of 6,000.
  • Housing: 642 placements into housing, against 375; 1,227 housing plans, against 680; and 360 instances of move-in assistance, against 300.

One measure fell short. Housing care coordination reached 3,415, or 72% of the 4,740 goal.

Monthly housing placements rose over the year, from 52 in October 2025 to a high of 82 in August before dipping to 57 in September.

A separate "good neighbor" section of the report lists 13,375 engagements with homeless people, 727 cleaning operations and 176 engagements with "street feeders." It records no complaints received during the year.

The briefing recommends approval and says the agreement was reviewed by the civil section of the district attorney's office.
