The City of Dallas wants to replace the company that cleans much of the Dallas Love Field terminal, less than a year after the City Council hired it.
A consent item on the council's Wednesday, Oct. 14, agenda would rescind the janitorial and floor maintenance contract the council awarded to Midwest Maintenance Company Inc. of Omaha, Neb., on Oct. 22, 2025. According to the city's agenda information sheet, the city is pulling the award "due to their inability to satisfactorily meet contractual obligations." The procurement summary now lists the company as non-responsible.
The sheet does not describe what went wrong, and council members were briefed on the matter by memorandum on Oct. 9.
The work would go to UBM Enterprise Inc., a Dallas company on Ables Lane that the city calls the next most advantageous of 29 proposers in the original 2025 solicitation.
What the contract covers
The Department of Aviation splits terminal cleaning into four groups. Midwest Maintenance held Groups 1 and 4, which include daily janitorial service and routine and specialized care of the terminal's terrazzo floors. The city says the terminal serves 18 million visitors a year.
UBM's three-year term would run from Oct. 14, 2026, through Oct. 13, 2029, at up to $11,928,560.04, with two one-year renewal options worth up to $8,190,944.40 combined. The total authorization is $20,119,504.44, paid from the Aviation Fund. Of that, $13,841,207.52 is money already set aside for the Midwest Maintenance award; the remaining $6,278,296.92 is new funding, the sheet says.
